Policy for Acceptable Use by Students of Networking and Computer Services

Underlying Principles

Swan TAFE must act as a responsible public agency to ensure its resources are not misused and relevant legislation is complied with.

Users are responsible for their own behaviour.

Networking and computer services are provided to assist students in their learning within the academic program.

Purpose

To ensure the network and computing systems are accessible to all authorised users for legitimate purposes and ensure systems are not misused.

To provide the service as economically as possible by reducing activities that exhaust network resources and create downtime.

This policy applies to the use of computing and network services by students within Swan TAFE.

Swan TAFE Responsibilities

Staff are to inform students of all relevant policies, procedures and guidelines relating to networking and computer services. Information is available from the Library website or from brochures and notices available around the campuses.

Swan TAFE will provide Internet access for legitimate study purposes.

Staff will monitor accounts to ensure appropriate use by students. Swan TAFE reserves the right to inspect any data stored on its networks or systems.

Swan TAFE will apply filtering on networks to prevent access to unacceptable or irrelevant (to the academic program) Internet sites and certain file types.

Swan TAFE will take remedial action against students who damage property or who use the systems inappropriately. Such action will adhere to the terms and conditions of the VET ACT 1997 and SWAN TAFE by-laws.

Student Responsibilities

Users of the network are responsible for adhering to local, state, federal and international laws. Swan TAFE will co-operate with any authority seeking to enforce these laws.

Accounts

A student's account is their personal property and is not for use by other people.

Students will notify Swan TAFE of any changes of account information and provide new account information when requested.

Students are solely responsible for all action taken using their user ID once received.

Computing resources are a valuable aid to teaching and learning. Therefore, while all users have a right to be treated fairly, they also have an obligation to act responsibly.

The following guidelines apply.

  • Keep food and drinks away from computers and other electronic equipment.
  • Realise that e-mail and other Internet forms of communication (discussion groups, chat etc) are not private. Users should comply with accepted conventions when using Internet communications. When conversing with others, proper conduct and courtesy should be employed. Conform to the specific guidelines of discussion groups.
  • Report all faults immediately.
  • Respect the privacy of other people’s data and work.
  • Exercise due diligence not to distribute viruses, worms, trojans or similar.
  • Take reasonable care of your safety and health by using correctly the ergonomic aids provided and taking rest breaks.
  • Take precautions to secure passwords, accounts, software and data; eg. Always logout of the system when departing.
  • Use only software and hardware provided by Swan TAFE.
  • Use the facilities and equipment provided (including printers, scanners and other peripheral equipment) solely for work related to academic programs.

Once a student ceases to be an active student at Swan TAFE, their account will be closed and all data purged.

Inappropriate uses

The use of the Networks, Computer systems, Internet and databases is a privilege, so that inappropriate use or access will result in a cancellation of that user's account. Swan TAFE reserves the right to withdraw access to computer services if users are found to have used these services to:

  • Communicate inappropriately with others. In particular (but not limited to) using abusive, aggressive or obscene language or using the systems to misrepresent, defame, harass or stalk others.
  • Using the systems or equipment provided to obtain, duplicate, demonstrate or transmit offensive, obscene or objectionable materials.
  • Disconnecting cables or power sources, or re-configuring equipment.
  • No user may install their own software.
  • Doing intentional damage or disruption to the network or computing systems, including that which alters normal performance or causes a malfunction.
  • Making deliberate attempts to circumvent network and data security systems.
  • Using the systems for commercial purposes.
  • Using the systems provided to illegally access computer systems outside of Swan TAFE.
  • Copying of programs, applications or other materials. All these materials are protected by copyright legislation or license agreements and may not be copied.
  • Connecting personal computer equipment to Swan TAFE networks or computer systems.
  • Deliberately installing or using the networks provided to distribute viruses, worms or trojans.

Internet Disclaimer

Swan TAFE gives no warranties of any kind, whether express or implied, in respect of the Network service provided and accepts no liability or responsibility for any loss injury damage cost or expenses suffered or incurred by users, including (without limitation) loss of data, delays, non deliveries, mis-deliveries or service interruptions whether resulting from service faults or defects or negligence error or omission of any person or body. The use by any person of information obtained via the College’s Internet service is entirely at that person’s own risk and Swan TAFE expressly denies and disclaims all responsibility for the accuracy, fitness for purpose or quality of information obtained through its Internet Services.

Copyright on the Internet

When using information obtained from the Internet or other database systems, users should provide information as to the source/originator of information/material used. Further transmissions of this material using the TAFE’s network (copying into websites or re-transmitting through e-mails, discussion groups etc.) without the expression permission of the author is a contravention of the Copyright Act 1968.
