Current events in TAFE Libraries across Australia December 2006

Tasmania

Learning Centres

Library Services will be incorporated into the new TAFE Tasmania Learning Centres. A new Learning Centres Manager will be responsible for Learning Centres statewide, incorporating the current Library Services, regionally based coaches providing support to teachers in aspects of resource sourcing, development and learning technology, and the provision of multimedia support. A Learning Technology section will also be developed with responsibilities for specific learning technology, such as WebCT, and emerging technologies.It is envisaged that these new arrangements will commence at the start of 2007.

Library Management System

Library Services is currently investigating moving to a new, stand alone, library management system at the end of 2007. TAFE Tasmania libraries currently participate in the Talis statewide library system, managed by the State Library of Tasmania (Education Department), encompassing public, school and TAFE libraries.

PC Reservations

The PC reservation software MyPC will be introduced in all TAFE Tasmania libraries at the commencement of 2007. The reservation software includes web based bookings for on an off campus students, block bookings for classes, computer usage reports and client messages.

Library Services for Off-Campus Students

During 2005 a group of TAFE Tasmania library staff developed a CD containing library information for off campus students, replacing paper based guides. The CD begins with an overview to Library Services and then takes the user to all the options available on the Library Services web page – quick guides to searching our online database, eBooks and the internet. There are also tutorials for study and information literacy skills, using the catalogue and referencing. Wherever possible, information is contained within the CD, so that students are not required to be online. However hyperlinks are also provided.

The CD proved to be very successful during 2006 and has now been fully incorporated in the TAFE Tasmania eLearning@TAFE online courses - Introduction to WebCT for students.
TAFE Tasmania Library staff are currently updating information to produce version 2 of the CD for the commencement of classes in 2007.

2005 Statistics

The publication of the 2005 VATL Statistics by CAVAL is being delayed pending a response from two tardy Institutes! We have obtained assurances that these 2 outstanding survey responses will be delivered within the next 2 weeks so a final copy should be available by mid December 2006. A copy will be forwarded to Debra as soon as it becomes available.

“Modelling a Learning Commons” project

The VATL/MONASH University CCNR (Centre for Community Network Research) Learning Commons project is progressing. We now have a project ‘wiki’ which is being used by project group members and interested others to share information about the ‘project’ and about “Learning Commons”. The wiki is available at : http://victafe.pbwiki.com/

A research assistant is looking into available VATL Statistics to identify trends and issues. This information is not yet available.

Planning is underway for a ‘Search Conference’ to be held on April 2nd 2007. We are currently surveying members about collections and commons issues to inform the direction of the search conference. One of the intended outcomes of the project and the conference is to produce a report ( for VATL members and the broader community ) and a checklist for TAFE Libraries on what is required to transform existing library services into a ‘learning commons’ model.

The TLA “Focus on Flexible Learning Network” on Edna Online has been promoted to VATL members as a source of additional information.

VATL Membership Fee Structure

A proposal to change the membership fee structure for 2007 was ratified at the VATL AGM. The proposed new fee structure allows for 3 levels of funding support linked to the size of each institution. ( Small TAFEs – budget under $1,000,000- to pay $250pa, Medium TAFEs – budget over $1,000,000-to pay $300 pa and Dual Sector TAFEs to pay $350 pa. ) The 3 tier structure more fairly reflects the relative budgets of the various libraries. Also, with the loss of Melbourne University as a member during 2006, the change allows us to maintain a level of funds consistent with other years for VATL projects and initiatives.

RODSKI Survey for TAFE

Currently 7 out of 18 VIC TAFEs use the standard version ( eg: CAUL version with minor modifications) of the RODSKI survey to measure and benchmark customer service, but according to an estimate from Ambit Insights a modified basic version could be run for approximately $2,500 per TAFE or $4000 for the online option if enough other TAFEs were interested? A working group was formed to look at customizing a basic survey for TAFE however a draft has not yet been finalized for circulation and comment from VATL Members. Even at the reduced rate, VATL would need to promote the benefit of RODSKI to Institute Directors for adequate funding to be available to some of the smaller TAFEs. The desire for more TAFE Libraries within Victoria and possibly nationally to use the RODSKI Survey as a customer satisfaction and benchmarking tool remains strong, so this is an issue which will be pursued with more vigour by VATL during 2007.

TAFE Development Centre – Project

I attended 4 reference group meetings at the Victorian TAFE Development Centre offices this year as a VATL Representative on a project “Professional Standards for TAFE staff other than teachers.” The project looked at identifying Professional Associations and Networks that offer information, advice and development opportunities to build the Professional standing of TAFE ‘specialist staff’. It was encouraging to note that interview results showed VATL was well regarded as a Professional network for Victorian TAFE Library staff. The final report is soon to be published and will be circulated throughout TAFEs soon as a professional development tool. TDC is also interested in opening discussions with VATL to seek our assistance in maintaining the Professional Standards web based resource of TDC.

Northern Territory

Here is a very brief report from the NT (December 2006):
Ms Doro Zufall-Elvey has replaced Jaclyn Miller as Institute Librarian for the Batchelor Institute of Indigenous Tertiary Education. Doro was previously the Information Resources Librarian at BIITE, and has also had experience working in Alice Springs Libraries.

Staff from both CDU and BIITE Libraries attended the 2Deadly ATSILIRN Conference (Aboriginal and Torres Strait Islander Library and Information Resources Network) recently held in Sydney (November 2006). Out of about 80 delegates, there were no other representatives from the Australian VTE sector which may indicate a lack of focus on Indigenous clients which should be addressed across the sector.

Queensland

• Library Review
Deloitte were commissioned to undertake a review of TAFE Queensland library services. Information submitted over recent years was re-examined within the new learning environment and business models and requirements developed. The outcome is a recommendation for a Shared Services Model. Currently all institutes are independent and the commissioning of a new Library Information Management System is based on the findings. The project is in the final round of consultation with implementation planned for 2007.

• Consortia activity
The SLICC (Strategic Library & Information Consultative Committee) negotiated a consortia shared licence for Australian Standard Online Premium for all Queensland TAFEs. This was a major upgrading of Standards for most TAFEs, particularly the smaller ones. The cost was shared between the institutes based on enrolment numbers. After 12 months there has been an evaluation of demand and funding, with preferences for centrally funded or user-pays recommended. Also negotiations are underway with the Queensland Department of Primary Industries to obtain access to their InfoPest database to support Horticulture delivery. The SLICC team is working closely with the new Department of Education, Training and Arts Product Services area to identify and progress consortia purchases.

• Learning Resource Management project
The LRM project has been underway for eighteen months, with librarians contributing to all aspects of the complex project. Business Requirements and scenarios were designed for both a Learning Content Management System (LCMS) and a Learning Management System (LMS). Rollout and a training implementation plan are planned from mid-2007 to replace the multiple systems currently in use. It’s envisaged that the LCMS will be a shared platform and all institutes will use the same LMS.

• SPIGs
Librarians now have representation on all the Strategic Product Implementation Groups (SPIGs). The SLICC group coordinates the library representatives who attend, contribute with resource-based information, including copyright, and follow up of identified issues. It has become a productive partnership with librarians now negotiating consortia purchases of identified resources, eg InfoPest.

• Queensland Skills Plan
In March 2006, the Queensland Skills Plan (QSP) was launched--the Queensland Government's strategy to address skills shortages. There are 24 actions that are the blueprint to transform and modernise the vocational education and training system including major changes to TAFE. Libraries have been aligning their services to the QSP actions. There will be a greater emphasis on supporting new delivery methods. Harvesting subject related resources by lead institutes will be shared. Updated systems and practices are already well underway.

TAFE SA Institutes
TAFE SA is still bedding down its 3 Institute structure. TAFESA North (TAN) covers the metropolitan area North of Adelaide. TAFESA South (TAS) covers Adelaide city and the metropolitan area South of Adelaide. Country and fringe metropolitan centres make up TAFE SA Regional. Each Institute has a Library Service at some of their campuses, with the Regional Institute having several Joint-Use libraries with either local Councils and/or Secondary Schools.

All TAFE SA Library staff belong to the LEARN Network, which has a LEARN Planning Group (LPG) of representatives and elected staff from the 3 Institutes.
LPG meets every six weeks and each Institute hosts one LEARN meeting per year.

This year LPG sponsored the following projects:
• Australia Standards Online
An investigation into the feasibility of subscribing to Australia Standards Online resulted in TAFESA Shared Business Services subscribing for a 12 month trial period.
• Overdues
A group of staff is working on the legalities of library overdue processes and procedures.
• Desktop Library
The Desktop Library was created for the 3 Institute Intranets to provide staff with library information and services on their desktops.
• Online Student Orientations
This project works towards incorporating an online library intro/induction into all Janison modules. The project is about content, not website management and is aimed at developing staff skills in writing for and working in an online environment.
• Libraries Australia
This is a project to examine our usage of Libraries Australia across LEARN and ensure we are using the system to maximum advantage. The group is also investigating the implications of free public search service for TAFESA libraries. The group will also assess implications of future pricing model for TAFESA libraries and examine workflows across the network to identify whether greater efficiencies can be achieved
• Metamarc – our primary Library Management System
Staff in this group are investigating funding for Metamarc training (especially in country areas), holding training sessions and undertaking a skills audit.
• Consortia Purchase of Print Periodicals
A project looking at TAFE SA-wide approach to Perdiocals purchasing.

Staff Development
• 3 LEARN Meetings
First meeting had a Partnerships focus.
Second meeting had a High Performance Business theme.
Third meeting, on 11th December, will have a Teaching and Learning theme.

The Library Strategy Group, with a representative from each of the 10 TAFE NSW Institutes, has met 4 times this year and associated working groups have been working on projects related to the following areas of statewide concern:

  • Customer satisfaction and performance indicators
  • Training packages and resource lists process
  • eResources pilot project
  • Library facilities planning process
  • Statewide TAFE NSW Library Conference
  • Sample statements of duty and advertisements

Library Management System
TAFE NSW Library Services is currently undertaking a project to upgrade the Library Management System from Dynix to the latest version of Horizon. This long-awaited project began in earnest several months ago and will be intensive from now until the anticipated go-live date in early July 2007.

The TAFE NSW Libraries Showcase of Excellence 2006

TAFE NSW Libraries participated in the second ICVET Learning Powerhouse Conference in August 2006 with a showcase that was both lively and well patronised. Whilst last year we focused on the librarian as an information coach, this year we highlighted several ideas to show that libraries are “switched on to work”. The library showcase title was “Information skills - a vital part of workplace learning”. This theme provided us an opportunity to promote a key message for teachers that is ‘library staff are ready to work with you and your students to develop the skills and to provide access to the resources to support delivery in the workplace.’

The emphasis of our showcase was on aspects of both library services and library collections that support workplace delivery. The four key items that we demonstrated and discussed at the Showcase were:

  • the latest eResources (Safari, NetLibrary and ANZRC) that are available 24X7 both on- and off-campus
  • Information skills development in the use of technology - IT Skills Passport
  • Information Literacy - Advanced Internet skills; and
  • EASI - a tailored current awareness package that brings annotated links to the latest trends and research in VTE to your mailbox

There was a lot of interest in what we had to show and tell, and our competition to locate items using the eBooks was a big hit.

Feedback from the staff who took the time to participate in the showcase was very favourable. This opportunity was seen as a good promotion exercise and chance to connect with teachers and managers. I hope that more library related showcases will feature at other such events, so that we can continue to showcase our excellence!


“20:20 Vision”
TAFE NSW Library conference 2007

TAFE NSW libraries are running a statewide conference on Friday 2nd February 2007 in the Ballroom, Sydney Convention & Exhibition Centre Darling Harbour. The aim of the conference is to provide an opportunity for all library staff to share best practice and develop capabilities required to succeed in the emerging VET learning environment.
Through a TAFE NSW library conference, we are seeking to provide a collaborative vision for TAFE NSW libraries towards 2020 and develop a range of strategies to achieve that vision. All up about 250 library staff from all colleges will attend the conference.

The program for the day will include an introduction to the broad directions for the VET learning environment towards 2020, where future libraries are headed and how TAFE libraries fit with that vision. There are three key themes, technologies, professional; development & library education and future library services. We have engaged sometop key speakers and anticipate lively discussion around the key themes.

2005 Statistics
All members have now contributed towards the creation of the 2005 statistics; however, completing the proforma has proved a little difficult as many members have not put into place systems which allow them to gather the figures easily. Some figures unavailable as the college library is also sited with the Public or University library on that campus, which makes separating some statistics very difficult.

Educational Lending Rights
ELR figures were supplied again this year for 2005. Again joint use libraries have significant difficulties in assigning ownership to their resources. Joint use libraries are negotiating with their majority resource holder to report their figures jointly with them rather than attempting to separate.


LRSN Forum
Once again, for the second time, the members of the Learning Resources Systems Network held their annual Forum, this time hosted at Swan TAFE Thornlie Campus. Over 86 people for 10 colleges attended the day. The agenda included guest speakers discussing topics such as Blogs and Wikis, Moodling, Pod casting at Curtin University, Training teaching staff to detect Plagiarism, Copyright in electronic resources. Vendor presentations from James Bennett and Peel College spoke about the successful implementation of “ClickView” at their campus followed by a vendor demo of the software. In the afternoon sessions were able to participate in practical training session in using Cataloguing with Metadata, Digital Images and Digital Screen Capture. The day finished with a fun presentation from Greg Mitchell about Finding Happiness in our lives. There are not too many times when you see 80 or so library staff all singing Elvis!

All participants heartily agreed that the Forum should be held again next year, in late November.

Reciprocal Agreements
TAFEWA Libraries have recently signed a reciprocal agreement now with Notre Dame University. This now means that TAFEWA students have access to three of the five Universities in WA.

Consortia Deals
Central, Central West, DET, Great Southern, Pilbara, South West, Swan and West Coast have joined together for a joint serials supply contract. The contracted has been awarded to DA.

Help screens updated
Client Services sub committee of the LRSN has been working to improve the help screens in the library catalogue. Over a series of meetings the text for the screens has been updated and the new versions of the screen will go live soon.
